Kateryna Amosova – about admission campaign and repeated attempts by ex-rector in Bogomolets NMU Vitaliy Moskalenko to return his post.
3, October, 2014
Ex-rector of Bogomolets NMU Vitaliy Moskalenko was removed from the post at the beginning of March, “Day” written about it for many times. Since June he has been trying to return the rector’s chair to himself. The judgment by Pecherskyy court renewed him at the post, after that Mr. Moskalenko by force tried to enter his former office. Later the Court of Appeal cancelled this judgment and returned the post of rector to Kateryna Amosova. The situation has stabilized, the admission campaign took place at the university, and the new students started studying. However, recently Vitaliy Moskalenko submitted the cassation to the Highest specialized court of Ukraine to cancel the judgment by Court of Appeal and again hopes to return to work, tells Kateryna Amosova.
– The news about return of Vitaliy Moskalenko excited the indignation in the collective, which thinks that Mr. Moskalenko has neither legal, nor moral rights on such claims, as the collective expressed the mistrust to him already in March, and then refused to acknowledge the judgment of Pecherskyy court. The position of our university to leave the judgment by Court of Appeal to be valid received the wide support. In particular, we were supported by Minister of education Serhii Kvit, ex-minister of health care Oleg Musiy and councilor of President Olga Bogomolets. Further we will also be active in defense of our rights on calm work.
– Have the investigations due to the fact for inappropriate use of funds by Vitaliy Moskalenko been running?
– Yes, the prejudicial investigations at the chief administration of MIA in city Kyiv are being actively continued. This case is included into register at my presentation as a rector pursuant to results from check by MHC that took place in March, as well as due to the facts, which were found out during inventory approximately month and a half ago. We found out that many things, which were bought according to the documents when Mr. Moskalenko occupied the post, were available only in accounting statements. In particular, they are construction materials, lamps, lifts for newly built hostel. Due to the fact of our inventory we have not found out them. The tangible assets for the sum of USD 20 millions are absent. It is certified by State financial commission of Ukraine.
– Has Vitaliy Moskalenko made the repeated attempts to enter his office?
– No, now he has not. The last attempt was when after judgment by Pecherskyy court he came to us with bodyguards, without executive services and demanded to let him in. Our students stopped them then. After that time I had no contacts with him.
– How did your first admission campaign at the post of rector pass?
– For us it is important that it passed absolutely calmly, constructively. There were no claims against us both from applicants and parents, as well as no issues to hot line. We performed the whole admission for budget. The contest was larger than in previous years. We failed to select about 400 persons due to contract for dentistry and medical preventive care. It was our potential, for which we had the permission from the ministry. But, perhaps, it is better as Vitaliy Moskalenko “stuffed” the university so much that we would lack of places in lecture halls and rooms in hostel.
– How many students at your university are from Donbass and Crimea?
– Until 1st, September, we received the letters from MES and MHC about assistance to students from Donetsk and Lugansk medical universities, who wish to study in this part of Ukraine. We received the permission to accept those students, who had academic backlog for last semester (they are majority), in the status of unattached students. They are over 400 Ukrainians and over 70 foreign students, who studied at these higher schools. We provided all desired students with the rooms in our hostels. We also employed almost all teachers at these two higher schools, who moved to Kyiv. This is the contribution of our university into assistance to people from the east in the terrible situation, in which they occurred.
