aimed at preventing, detecting and fighting corruption

1.           To continue to implement measures to detect, prevent and fight corruption in Bogomolets National Medical University in accordance with paragraph 8 of the Regulation on the Ministry of Health of Ukraine approved by the Decree of the President of Ukraine “On Principles of Prevention and Fighting Corruption”, “On Public Service”, “On the rules of ethical conduct”, the Decree of the President of Ukraine dated October 21, 2011 under  #1001 “On the National anti-corruption strategy for years 2011-2015”,Resolution of the Cabinet of Ministers of Ukraine dated November 28, 2011 under  #1240 “On approval of the National Program on Prevention and Fighting Corruption for years 2011-2015”, Order of  the Ministry of Health dated July 31, 2014 under #531 “On approval of Action plan by the Ministry of Health of Ukraine aimed at preventing and detecting corruption”, the Charter of the University.

2.           The Chairman and co-chairman of Anti-Corruption Committee of the University should provide:

–         preparation and monitoring the implementation of measures to prevent corruption;

–         provision of methodological support and counseling assistance concerning issues of compliance with anti-corruption laws;

–         participation in the implementation of information security measures to prevent and detect corruption;

–         informing Rector of the University in case of facts-finding that may indicate corruption offenses by employees and students, as well as the results of the relevant examinations;

–         ensuring control over the implementation of citizens’ appeals, to take measures to prevent violations of the Law of Ukraine “On citizens’ appeals and steadfast observance of rights and freedoms of citizens.

3.           To provide objective and standardized control over the success of students in academic disciplines in the faculties of the University.

4.           To strengthen joint work of teachers and students to overcome the negative effects during the final module control, credits and examinations during examination period, namely:

–         to establish unrestricted possibility of attendance of authorized representatives of student government, trade union committee, public student organizations at current module exams, practicing all forms of control, as independent observers to ensure legitimacy, transparency and openness;

–         to conduct business meetings with all at-risk students who are candidates for receiving negative estimates of the results of studies in the semester.

5.     Repeating of current module exams, tests and examinations are possible to carry out only under the direct supervision of the Head of department and the representatives of the student government, trade union committee and public student organizations.

6.     To implement an anonymous survey of students with further analysis of information on corruption.

7.     To take measures to prevent corruption, in particular, to increase the proportion of exams and module tests in a written form.

8.     To strengthen control over implementation of University’s orders by deaneries and subdepartments on the organization and conduct of state certification, final and semester exams, final module control, credits, internships, academic failures and compulsory summer internship according to the legal requirements.

9.     To provide measures to prevent any possibility of a conflict of interest. Immediately in written form notify about conflict of interest direct supervisor and anti-corruption committee.

10.      The Chairman of the Tender Committee, Prorector for scientific and pedagogical and administrative-economic issues, Head of planning and finance department to must ensure the publication on the official website of the University the results of the tender committee’s activity.

Term: continuously.

11.      Head of the Department of Humanitarian education and training, Student parliament, Trade union committee of students, student public organization “Studdovira” and parliament of foreign students must control the work of “Hotline” (tel. 235-31-45), “Mail of students confidence” and analyze their work.

Term: continuously.

12.        Deans of faculties should:

–         at scientific councils of faculties systematically examine issues of  prevention, detection and fighting corruption, to ensure functioning of “Box of trust” at faculties;

–         warn the Heads of departments, staff of deaneries and subdepartments of their personal responsibility for compliance with anti-corruption legislation; inform the Anti-Corruption Committee of the University in case of identifying such facts.

13.      The Chairman of the Student Parliament, Trade union committee of students, Public student organization “Studdovira”, Parliament of foreign students must speed up the work of student government on the prevention, detection, control and fighting corruption; systematically hold meetings in departments to inform the Anti-Corruption Committee of the University of corruption.

 Term: continuously.

14.      The chief accountant, Prorector for scientific and pedagogical and administrative-economic issues, Prorector for Economic Affairs and Head of Planning and Financial Department:

–          while budgeting estimates of income and expenditure of the University must carry out financial analysis and observations of violations established by supervisory bodies concerning the targeted use of budgetary funds;

–         with the purpose of target and economical use of budgetary funds must receive approval of the Rector of the University for limits long-distance telephone service, operating mileage of vehicle and so on.

–         should provide measures to prevent possible financial offenses and control over the preservation of state property;

   Term: continuously.

15.      Chief Accountant must ensure control over:

–         proper accounting and reporting;

–         obtaining and using charitable (voluntary) contributions, donations from businesses and individuals.

              Term: continuously.

16.      To ensure the effective work of Rector’s reception office for timely and appropriate response to the justified corruption, to take measures to prevent violations of the Law of Ukraine “On citizens’ appeals”.

17.      If signs of fraud, evidence of misuse of funds or theft of state property were found in actions of controlled objects during internal audits, materials of audits would be transfer to the Anti-Corruption Committee.

18.      To enforce the Law of Ukraine “On the rules of ethical conduct”.

19.      Prorector for relevant activities, Heads of structural subdivisions, Head of the legal department must systematically analyze the performance of this order and inform the Rector of the University and Anti-Corruption Committee.

20.      To ensure timely delivery of information to the Health Ministry of Ukraine on the implementation of state anti-corruption policy measures.

   Term: continuously.

21.      Heads of structural subdivisions, Deans of faculties, Heads of departments, Chairmen of Student Parliament, Trade union committee of students, Students public organization “Studdovira”, Parliament of foreign students should inform the content of this order at a meeting of the staff and students.
