On execution of resolution
of Research and Practice Conference
“Achievements and prospects of implementation
credit-modular system
of educational process at higher medical
(pharmaceutical) educational institutions of Ukraine”
 
According to the letter from the Ministry of Health of Ukraine dated 11.06.2014 under # 08.01-47 / 16030, following the resolution of Research and Practice Conference “Achievements and prospects of implementation of credit-modular system of educational process in higher medical (pharmaceutical) educational institutions of Ukraine”, which was held at Horbachevsky Ternopil State Medical University, the Ministry of Health of Ukraine on 15-16 May 2014. (Ternopil),
ORDER:
 
1. To create a working group at Bogomolets National Medical University and approve its membership (Appendix).
2. Working Group together with Prorectors, Deans of Faculties, Heads of Departments, Heads of structural subdivisions of the University should:
2.1.  Prepare highly qualified professionals capable
to carry out  their duties in accordance with modern standards of medical
assistance in the implementation of the European credit- transfer system of the organization of educational process; to  introduce new innovative approaches to improve the quality of training of physicians (pharmacists)
generate motivation of doctors (Pharmacists) at undergraduate and postgraduate stages to constant self-improvement and continuous professional development.
2.2. To participate actively in the discussion of Concept of new health system and scientific justification of health system’s modernization; to ensure public discussion of the draft reforms of undergraduate and postgraduate training of medical (pharmaceutical) staff, including the participation of the Students government and Non-governmental Organizations.
2.3. To ensure admission to Higher medical (pharmaceutical) educational institutions for the first year of education persons with a score at least 150 from core subjects.To organize explanatory work among entrants and students on issues of current needs of the healthcare industry and hospitals of general practice and family doctors, to promote positive students’ motivation considering clinical features of specialty “General practice – family medicine”.
2.4. To provide participation of scientific-methodological reference laboratories and supportive departments of Higher Medical (Pharmaceutical) Educational Institutions of 4th  accreditation level and establishments of postgraduate education in the Ministry of Health of Ukraine concerning completion renewal of industry standards for higher medical and pharmaceutical education on competency-based approach.
2.5. To provide comprehensive practical training of students on emergency medical and psychological care to wounded, injured and sick of fighting disease. To ensure organization of making changes to existing disciplines “Internal Medicine”, “Surgery, pediatric surgery”, “Traumatology and orthopedics”, “Neurosurgery”, “Hygiene and Ecology”, “Epidemiology” through the provision of an additional number of hours of teaching topics on military  treatment , military surgery, military traumatology, military neurosurgery, military hygiene and military epidemiology etc.
2.6. To ensure transparency and prevent possible corruption during the state certification. To strengthen control over the practical component of Higher Medical (pharmaceutical) Educational Institutions’ graduates and objective evaluation of students during practical-oriented state exam as diligence exercise of graduates’ capability to perform professional practice in conditions close to reality.
2.7. To continue equipping with modern phantoms and dummies for proper mastering by interns and students required practical skills of educational and training centers, to normalize their work. To implement in learning process standardized accounting forms of practical skills acquired by students and interns and approved by the Ministry of Health of Ukraine, dated 04.25.2014.
2.8. Systematically monitor the implementation cross-cutting programs into learning process of pre-graduate  training of doctors, including a typical cross-cutting program “Palliative and Hospice Care” for students of specialties “Medicine”, “Pediatrics”, approved by the Ministry of Health of Ukraine, dated 17.04.2014.
2.9. To provide technical and technological modernization of educational process in Higher Educational Institutions. To continue implementation of modern forms of information and communication technologies to guarantee free access to the Internet and applications Skype (using training videos, three-dimensional models of the pathological process, virtual teaching-monitoring programs, video demonstration of thematic patients with pathology in the absence of such in hospital, etc.).
2.10. To continue implementation of modern information systems of  libraries in Higher Medical (pharmaceutical) Educational Institutions, which provides for electronic catalogs, creating repository, introduction of bar coding,  ordering  literature in order on-line mode, electronic library card etc., taking into account the guidelines “Organization of information technology systems of libraries at Higher Medical (Pharmaceutical) Educational Institutions”, approved by the Ministry of Health of Ukraine, dated  01.28.2014.
2.11. To improve the organization of distance learning in Higher Medical (Pharmaceutical) Educational Institutions based on provisions of the order of Ukraine dated 25.04.2013 under #466. To complete the establishment of centers of distance education in all Higher Medical  (Pharmaceutical) Educational Institutions of 4th  accreditation level in Ukraine and postgraduate educational, to provide continuous professional development of medical and pharmaceutical workers to meet the needs of healthcare facilities.
2.12. To improve fullness of online resources for the educational portals of Higher Medical (Pharmaceutical) Educational Institutions of 4th accreditation level in Ukraine and in Institutions of postgraduate education. To expand doctors’ access to high quality postgraduate medical education, to ensure control over efficiency of postgraduate education; to form prerequisites for students’ successful acquisition of independent work skills, to implement innovations in training and certification of teaching staff for postgraduate educational system.
2.13. To ensure constant system inside monitoring of quality of education in Higher Medical (Pharmaceutical) Educational Institutions of 4th accreditation level in Ukraine and post-graduate education. To promote implementation of the typical model of the system of quality management in Higher Medical (Pharmaceutical) Educational Institutions of 4th accreditation level in Ukraine and Institutions of postgraduate education to improve the management of educational institutions. To ensure timely removal of comments of monitoring groups in the Ministry of Health of Ukraine and to use in work their proposals.
2.14. According to the results of annual sectoral monitoring aspects
of the activities of Higher (Pharmaceutical) Educational Institutions of 4th accreditation level in Ukraine and Institutions of postgraduate education under the Order of the Ministry of Health of Ukraine, dated 22.11 under #1000 “On rating evaluation of the activity of Higher Education Institutions of 4th accreditation level in Ukraine and Institutions of postgraduate education
of the Ministry of Health of Ukraine” to take effective measures to improve basic performance of in Higher Medical (Pharmaceutical) Educational Institutions of Ukraine.
2.15. To ensure implementation of decisions of the Committee of the Verkhovna Rada
of Ukraine on Health, dated 11.01.2012 under #109 on national-patriotic, social and legal, physical, environmental, artistic-aesthetic, labor and moral education of students and interns, including foreign citizens; to activate the work of Students government; to take effective measures to ensure the safety stay of foreign citizens in Ukraine.
3. I shall personally supervise the implementation of the Order.
