Thanks to financial autonomation in 207 our own incomes were UAH 441 millions, – rector of NMU.

We discuss the financial autonomation of higher schools with rector of O.O. Bogomolets National Medical University.

Kateryna Amosova: The receipt of doctor’s diploma is rather popular among students – contractors and foreign students that are budget forming at higher schools as this is the contract, bound to dollar. But I would not get down the bar so low, only to money and currency. Despite my pragmatism, I still think that our specialty in rather large amount of young people enjoys the respect and admiration. At least, we even did not have the thought to close the higher school because we do not have the money for heating and municipal services.

Iryna Solomko: Do you assess the reform of autonomation positively?

Kateryna Amosova: Undoubtedly, positively as it provided with more freedom, more possibilities to solve own affairs in terms of programs, development of collective, the dependence on Ministry of Health has significantly decreased. But in any case the reform of financial independence on the state has not been implemented. It is stated that we can open the accounts at state banks and be served not through Treasury. The limits to spend money due to articles – this is the complete analogy with medical establishments, with reform of medical education, which takes place now.

We chose the bank; even opened the account in it but there are no legislative acts to pass and to leave the state treasury. We were afraid that this can have the consequences. UAH 216 millions was received from the budget for 2017. This is practically only budget students. Hereby, we were not sufficiently financed by UAH 14 millions for salary and by one million for stipendiums to children-orphans. We covered this at the expense of special fund. UAH 1.8 millions was financed for municipal payments. We made the municipal payments for UAH 25 millions from the special fund (the money that we earn).

It is wrong for us to complain on budget financing in 2017 as in 2016 we were not sufficiently financed from the budget by 70% that was mentioned in audit by Court of Auditors. We were the worst financed medical higher school in the country. In 2017 with our educational services we earned UAH 441 millions, i.e. by twice more than the budget. In 2015 we earned UAH 282 millions, and in 2017 – UAH 441 millions, 365 millions among them are the educational services, we earned UAH 50 millions with scientific work.

Serhii Stukanov: What do you mean for scientific work? How does it bring the money?

Kateryna Amosova: Our aspiration is to increase the grant receipts but still, unfortunately, this does not work at us as it is very important to have the partners, with whom you come to grants. Now we are working in order to receive the new contacts. This money by 90% was earned by Institute of Hygiene and Ecology, which has a great number of contracts for determination of harmful substances in small amount in surrounding environment. The receipts of this powerful institute have increased by 4 times for three years. Our dental center, which is the uniform university clinics, has grown from one million of income to 6 millions.

Iryna Solomko: Was the establishment of university clinic a part of autonomation?

Kateryna Amosova: In order to be autonomous we shall have the university clinics. It is a generally accepted model. Mr. Hroisman in December expressed to support to establish the university clinics. After adopting one from the laws in medical reform in relation of autonomation of health care facilities these facilities will decide whether to continue to have the students with teachers. Thus, we paid much attention in order to bring to the knowledge of deputies that we would have the problems with it, that we ask to develop the law, which would grant the rights to us as we perform not less important work in staff training for the state. The provision with university clinics will solve this issue.

Serhii Stukanov: I would like to address to the article, which was published by Center of Journalistic Investigations. Here the administration of your higher school was accused that the money from researches comes to the pockets of administration. Where the money that is earned is directed to?

Kateryna Amosova: This rather surprising resource is a clone for respectful Center of Journalistic Investigations, established for a certain purpose.

Ukraine shall be proud that Ukrainian researchers-doctors are invited to the pool of researchers in transcontinental international projects, on which results all evidence-based medicine is developed.

UAH 177 millions from expenses of general fund (budget) are for salary, stipendium and financial aid to graduates is UAH 33 millions, payment for municipal services – 2 millions, provision of children-orphans – 3.5 millions. UAH 221 millions from the special fund are for salary, payment of services for maintenance of buildings – 18 millions, municipal services – 25 millions, repair of buildings and hostels – 37 millions, provision with scientific and educational process (books, equipment) – 52 millions. The balance of funds as of 31.12 is 282 millions.
