THE THIRD CIRCLE OF DISTURBANCE OF KYIV MEDICAL UNIVERSITY

The conflict at Bogomolets National medical university either bursts, or glows for a long time. It seemed that the business atmosphere will prevail at the university after removal of Vitaliy Moskalenko from the post of rector and election professor Kateryna Amosova to the post of the head from eight candidates. However, on 4, July, ex-rector received the judgment by judge of Pecherskyy district court in Kyiv about his immediate reinstatement at the post. The Court of Appeal in Kyiv cancelled this judgment on 30, July.

– However, – Kateryna Amosova told at press conference, – ex-rector does not leave the hopes to return. At the end of September, the medical university received the judgment by the Highest specialized court on consideration of civil and criminal cases, from which it became known that Vitaliy Moskalenko had submitted the cassation for judgment by Court of Appeal in city Kyiv, which established that the dismissal of Vitaliy Moskalenko was within the law. Thereby, the check by State financial inspection found out the financial misuses for the largest sum during the period since 2010 until 2014. It is not the only fact for corruption and abuse of official position. The law enforcing bodies actively reveal the “worked out” during previous years. Now the situation cardinally changes. Thanks to the deep reforms the university established the anticorruption committee and public council, the representatives of students’ active group were included into all management bodies, in particular, into tender committee, the level of corruption has significantly reduced.

Kateryna Amosova thinks that the society shall know about the course of events at the university as it was almost the first one in Ukraine, who started the struggle against corruption. She is sure that this story will become the story for success of healthy forces.

– I personally will do my best in order to revive the trust of society to the educational establishment, – declared the rector. – The university will conform to European requirements. Within this purpose we go for the third circle of struggle for justice.

The students support the position of the rector.

– No matter what kind of judgment will be, – declared the representative of youth Vasyl Giliuk, – the students will not allow the ex-rector to cross the threshold. We acted like this after judgment of Pecherskyy court. We are not going to change the position. However, we hope for the fair judgment.

So, the tension is not reduced. This story is the original lesson for each of us and for many educational establishments. And for the future. So, the new law about higher education anticipates a wide autonomy for universities. It will work only there, where the honesty and respectability, rule of law and moral values would define the lifestyle.

The conflict at Bogomolets university is not only economical. The level of doctors’ training was significantly reduced during recent years as the specialists state and the patients persuade in this every day. Thus, the retirement of the rector is only the top of the iceberg of problems. The sphere requires the improvement in training of staff. It is impossible to achieve without elementary order at universities, without moral and professional example of teachers.
