GOVERNMENT ESTABLISHED A TOUGH SAVING MEASURES OF STATE BUDGET FUNDS, THE DECREE

The Cabinet of Ministers of Ukraine established a tough saving measures of state budget funds. The Government approved a respective decree “On saving state funds and prevention of losses of the state budget” at the sitting of March 1, 2014. This is reported by the Press Office of the Cabinet of Ministers of Ukraine.
According to the decision of the Cabinet of Ministers, in particular, the ban on the purchase of uniforms, motor vehicles, mobile phones, laptops, carrying out of repairs, servicing implementation costs of mobile phones, payment of charter flights is conducted.
Without special permission from the Government it is prohibited to establish new budget institutions, increase the number of employees, fill the vacant positions, give a one-off money reward to civil servants for their diligent continuous work, and to lower food expenditures for employees. Herewith there is a limit to be set on carrying out the business trips abroad, the use of budget funds for holding celebrations, etc.
At the same time, it is planned to hold an inventory of state residences, public cottages, resorts, health institutions being on the balance of the state authorities and other state bodies, aswell as state-owned enterprises. Following the results of this the State Property Fund should submit proposals for their further use.
This Decree also establishes limitation of the number of deputy heads of the state executive bodies. It is noted by this Decree that the minister will have no more than four his deputy ministers, the chairmen of governmental administrations, as well as the chiefs of Kyiv and Sevastopol city administrations will not have more than three deputies, and heads of district self-governmental councils and district self-governmental councils in the cities of Kyiv and Sevastopol will not have more than two deputies.
Aimed at the efficient use of public social funds insurance contributions the Cabinet of Ministers has restricted the expenditures for the organization of work of the funds, in particular, organizational and administrative expenses, capital investments, spending for information technologies.
In addition, a number of central executive bodies of government were instructed to take measures to prevent budget losses. In particular, this refers to the termination of the conversion centers and “tax gaps”, stopping schemes of illegal flow of alcohol without taxation, strengthening control over the circulation of humanitarian aid, arresting the funds deposited from Ukraine with the evasion of taxes or received in a criminal way, etc.
Also local governments and subjects of management of the objects of state ownership were recommended to take measures on the economical and rational use of public funds.
