MEETING OF STUDENTS WITH COUNCILOR OF ACTING MINISTER AS TO ISSUES OF MEDICAL REFORM

The meeting with councilor of acting minister of health care Uliana Suprun Oleksandr Yabchanka took place at O.O. Bogomolets National Medical University. During the meeting the medical students had the possibility to ask the questions that concern the medical reform.

The experts and active members in Reanimation package of reforms perform such meetings under support of PO “Center UA”. The mission of public organization is “to establish the open society through joint actions of citizens. We believe that the conscious citizens can and shall unite in order to protect own rights and implementation of reforms”. According to the words by Oleksandr Yabchanka, in the world there are the algorithms according to which the positive changes are made and one of them is that before taking any important decisions they should be discussed with those ones, whom they relate – stakeholders (in medicine they are the patients, doctors, chief doctors of medical establishments, representatives of local self-government). The representatives from Reanimation of package of reforms, MHC and PO “Center UA” discussed the problems that concern every one, variants for solution of these problems and what to expect from solutions namely with stakeholders. Despite the fact that the studentship is one of the driving forces of society and active participant in state construction in democratic Ukraine, it was important for councilor of acting minister to understand the position of students as to changes in medical network of the country.

The students are disturbed with issues about state distribution, establishment of university clinics, competitiveness of doctor, speculation with conclusion of contracts according to reforms (how the appeals are controlled, if they select two doctors and conclude the contracts with both ones), financial and physical affordability of medical aid.

Oleksandr Yabchanka told that now in health care system there are three main players: state, citizens and medical men. “What will happen? The state promises the citizens that the medical aid at state and municipal health care establishments are provided free of charge (Art. 49 in Constitution of Ukraine). But in practice by another way. MHC suggests stepping aside from empty promises and passing to particularities – guaranteed package of medical services. The councilor gathered and took into consideration the proposals from the most active students of University, as well as promised to continue the cooperation for successful development and implementation of reforms.
