PRESS CONFERENCE BY RECTOR KATERYNA AMOSOVA AS TO ORDER BY MHC ABOUT TERMINATION OF CONTRACT

Today during press conference rector of O.O. Bogomolets NMU Kateryna Amosova received the order fro, MHC of Ukraine about dismissal and early termination of contract since 16, April, 2018. The chief specialist at division of executive staff administration at Department of personnel administration and staff policy at MHC of Ukraine personally delivered the order. The ground for dismissal is the decision by commission from MHC due to results from public consideration of report by rector for 2017 about non-fulfillment of contract terms. With such brilliant illustration for ignorance of laws and collegial position at labor collective of NMU, MHC tries to discredit not only the rector and the whole university community.

According to the words by Kateryna Amosova, the breakdown in exam “KROK-1. Dentistry” was only the formal reason for squaring of personal accounts from management of MHC with its subordinate establishment, which is successfully developed, improved and has the budget of over UAH 700 millions. The introduction of commission from MHC after 20, February is the attempt to find the guilt of NMU in order to terminate the contract with rector. “While considering the report at MHC on 30, March, 2018, since 20, February until present day, I have not received any written remark from commission as to report, their oral statement during discussion is absolutely inefficient as many responses require the search and processing of documentary base, specific for each from processes of our establishment – educational, scientific, administrative economical”.

As the first pro-rector in scientific pedagogical activity Yaroslav Tsekhmister, no minister in the history of MHC of Ukraine, in the history of medical education in the state allowed itself terminating the labor relation with a rector of any medical establishment by such a way. “Every year the corresponding working group is established, which prepares all information and each executive bears the personal responsibility for facts, data, numbers as to performances for all directions in activity of university. All data were set forth in report by rector. On 31, January, 2018 the joint meeting of CLC and Scientific Council expressed the full trust and support to the rector as to fulfillment of statutory tasks. On 23, February, 2018 the report was supported by members in Supervisory Board under the head of Yurii Shcherbak. The rector until so-called “public hearing” at MHC was dismissed from fulfillment of duties, and thus, including from reporting. As of today, all executives of structural subdivisions prepared the objections to “remarks and infringements”, which were expressed by members in commission. The objections will be used as to the claim for cancellation of decision. It is surprising that the remarks of commission concerned the facts of 2015, 2016 and all reports by rectors, starting since 2014, were accepted and approved by MHC. The collective of NMU is indignant and thinks that its activity is infringed, and thus supports the submission of the corresponding claim as to the order about dismissal to the court”.

Let’s mention that the representatives of organizations could not take part in hearing the reports by rectors, and, having previously registered, received the ungrounded refusal. As acting chairman in Students’ parliament at NMU Serhii Surovtsev told, “we with students, who registered for event, came to MHC to express out position to the Ministry, which advertises itself as the honest and most public structure in our country but as it turns out – with selective democracy, selective freedom of speech and selective representation of their public organizations. It is very surprising when the Ministry behaves by such a way with the collective of many thousands, in particular, students. The students are the great force and cannot be treated by such a way”. Rector Kateryna Amosova sincerely hopes for support from mass media, the public, medical community in order with joint efforts to restore the justice and impartially to describe the truth.
